item-bumps-up first build

nowline v1

// "Design" spills its caption, so "Build" cannot share its row. The packer
// used to be first-fit from the top and move "Build" up beside "Research";
// rows now never move up (specs/true-width-layout.md §3.2), so "Build"
// drops below "Design". The file keeps its name for the gallery history.
